SECTION 4 – FORD/LINCOLN PROGRAM POLICIES
4.2 RECALLS - SAFETY, EMISSIONS & COMPLIANCE FSAs
4.2.1 Introduction
A Recall is conducted to remedy a Safety, Compliance or Emissions concern. When the Company notifies Dealers of a recall for inspection and repair, the appropriate correction must be performed promptly to vehicles in Dealer stock and to vehicles presented by customers for any kind of service.
NOTE: Local Law require Dealers to complete any outstanding Safety, Compliance or Emissions recalls before a new vehicle is delivered to the customer. Violation of this requirement by a Dealer could result in a financial penalty as well as exposure to other legal liabilities. Dealers must correct all vehicles in their new vehicle inventory prior to delivery.
There are five different types of recalls that may appear on PTS/OASIS (or the Warranty Claiming System). The type can be easily determined by looking at the letter in the recall number:
- "S' - Safety Recall (e.g., 14S04, 14S08))
- 'E' - Emissions Recall (e.g., 14E01))
- 'C' - Compliance Programs are issued to address a regulatory compliance issue (e.g., 14C03, 14C04).
Recalls remain Open against a specific VIN until repairs are completed and the Claim is paid. Vehicles are flagged in PTS/OASIS until a Claim is reimbursed against the recall number – do not code the Claim as a warranty repair. When submitting a Claim using the PDR code provided in the FSA document, the correct FSA number and associated details are entered into the Warranty Claiming System automatically resulting in the FSA being cleared from against that VIN in PTS/OASIS when the Claim is paid. When a PDR is not used, there is a risk that the vehicle will not be removed from PTS/OASIS if every detail is not entered in the Claim correctly, and the customer may continue to receive recall reminder letters.
If a customer has paid to have the repair performed (i.e., as a retail repair) prior to the recall announcement or paid for emergency repairs away from the servicing Dealers after the recall announcement using a non-Ford repairer, the customer may be eligible for both a refund and a repair based on the specific bulletin guidelines. Refer to the “Customer/Dealer Refunds for FSAs” section in this Manual for additional information regarding recall refunds.
